I think the theory is that in order for the 3 year 76 guys to bid over there have to be vacancies in the 74 right seat. If the 74 right seat is fully staffed or even over staffed these vacancies would be minimal and the exodus from the 76 right seat would be more "controllable" from a training/staffing standpoint.
