I am not sure that is correct. I think the agreement was to interview 35%, but I could be wrong. They're not gonna hire 35% if they cannot find enough quality applicants just to satisfy that particular item, and frankly I don't want them to, any more than I would want them to be contractually required to hire 35% Air Force pilots.
