Probably by choice, in order to get a base they want. There is a never ending stream of locations opening up for people to fly the 99 today. But they don't want to move. If you've got to have a specific location, AMF may not be for you.
I don't know if he wanted that base or not, the fact is that he was the most junior be99 pilot and he was on reserve.
So the fact that the junior pilots got the line and seniors are on reserve was not the case at AMF when I was there and it's not the case in a part 121 operator as well.
