I asked why the opposition to pref bidding... he talked about improving his line by swapping...which is NOT affected by pref bid. Again your reading comprehension has failed you..
You clearly don't understand the difference between our line bidding with the accompanying pool display, ILIW, SLIW and the rest of our scheduling work rules, as it differs to PBS, and specifically what ASA has. It is all intertwined in how our current system compares to what others have in the form of PBS and accompanying rules.
