However, I recommend a careful reading of both the pertinent sections of the CBA as well as the entire document of the Red/Green award.
The 'snapshot' has to be taken before IOT, not DOT; so the idea is that there is a "feeding frenzy" during IOT where many of the open trips are picked up by pilots. Ideally, that means when a day - for example - has 5 reserves available, 3 required, and 2 open turn trips (making it black during IOT).. then two pilots come along during IOT and pick up those turns.. Then you still have five reserves on that day, three required, and now the system will allow for 2 "drop" requests for turns on that day as soon as DOT opens and as well for the rest of the month all else being equal (such as a reserve moving that day for another). No longer can the company increase that required reserve level to 4 or higher during normal operations.
