He said that I wasn't allowed to because his application was submitted before I was hired, and that his delta friend said you could only recommend candidates if they apply after you have been hired. Your friend might be thinking about an internal referral rather than a recommendation. Anyone can recommend someone for employment anytime. There are referral programs for some work groups where you have to refer them before they apply or as part of their application or something like that.
