You can change bases as often as you want as long as there are openings there. It's hard to know when and where the openings are, because we don't normally have the normal vacancy bids like other "airlines" do.
So can one put in a standing bid? Something that states you want xyz base and when you can hold it, award it?
Maybe a better question is, how does bidding for bases work at Allegiant? If you have the time to explain..
