It happened pre 9-11, just like it's happening now. There were/are guys separating that were ALL FW TIME that just simply weren't getting picked out of the stack right away. Now they're running into a currency issue and need to fly SOMETHING to get current again. I also saw it in the 2007 hiring, and am seeing it now.
And pre 9-11, just like now, the mil guys going to the regional aren't there for very long. And as the hiring picks up, that time will drop even more.
