Darant no it is all global seniority based, you are assigned a number on your first day of ground school, that number follows you base to base, the moment that number will hold captain, you can upgrade! Mesa is really the only choice right now, considering we are the adding over 50 aircraft over the next year and a half, 50 not including MORE unannounced planes!! Plus we don't have the 50 seaters that will be parked.. Last figure I heard was 85% of the nationwide 50 seat fleet will be parked by 2016..
