It seems like, for whatever reason, the company may be using "historical staffing numbers" as the contract requires.
Either way, I dont care if it was a magical unicorn that got it done, its done.
Where in the contract does it address "historical" numbers? I did a word search and the only time "historical" appears is in the lodging part of section 5.
In section 25, it says the company uses its "experience". Now you know why it's screwy.
