Strictly speaking, the app you fill out requires a certain number of LOR's (3 I think?) so you have to have some just to have a completed application. I assume you're talking about internal LOR's from current DL pilots. From what I understand its heavily preferred but not required.
Are you sure you're not thinking of solely references when you mention that? As opposed to LOR's, which go in a separate section.
