Well the 70% N1 prior to brake release mitigates that threat. That's why it's in the book (at least at AWAC). It only takes one crew to really mess it up and make the paper. 60-80 knots quickly becomes 100 knots if you're slow to react to a warning cause it's midnight, it's your 6th leg and you're taking off a wet or contaminated runway at DCA (7,200 ft long).
