No, the gateway basing program allows you to live anywhere in the United States. So living in florida they would travel you to ANC if you were based there. But if you lived in Japan you would have to get to ANC on your own, or another airport on our list of gateway airports (essentially any decent sized airports in the US), on your own and then they would travel you from there.
