If there is no end to those consequences and no way to reverse them, then yes, they are never forgiven. In your example, the guy goes to jail for 10 years and then gets out. Are you inferring that the scab gets to change their status after 10 years and "reset"?

I think we are on the same page.
But this was my take on forgiveness and punishment.
I think someone harmed by a scab would be the one to offer forgiveness in their heart and they can do so as they feel fit.... BUTt the punishment remains. You are forever a scab and everything the comes with that.
Forgiveness does not mean ending the consequences. Just because a family forgives a criminal that harmed them does not mean I as an outsider want their crimes forgiven, I want they locked up or worse.
