As a 141 instructor, I don't think I ever signed off a commercial student with more than 250 hours. The extra in Part 61 is mostly instrument and commercial XC.

I spent between 50 and 60k at a cheap part 61 flight school with old equipment. Got my commercial right at 250 and Cfi and CFII at minimum time as well. I thought I did it fairly cheap... not sure how you'd do it cheaper unless you already owned an airplane or something..
