EXPAT1, I would qualify that the QAR measures everything that can be measured. There are a lot of things flying in China that drive me nuts, because they are unsafe, at least at my company. Things that include not flying assigned headings and speeds, because "ATC doesn't know what's right" (i see this especially in the approach environment.) Adjusting the FMS SIDs because the SID turn is based on altitude. If it can be measured, then the QAR measures and punishes accordingly. But if the QAR can not measure it, rules and regulations are merely suggestions. There is a reason that spacing requirements for ATC are incredibly restrictive.
