If they have rotations to bid it must be made available for lines. It is possible to be in a category with no flying. All reserve is usually a really good deal in that situation.
It would be highly unlikely to open the 717 NYC base with no flying. I suspect the opposite may be true and there will be very few reserves. I have jumped often on the 717. It would be a nice place to work, good displays and very quiet.
