This actually clears up a small amount of the confusion for me regarding some of your posts.
The problem for me has apparently been not understanding what you deem to be the MEC administration. The MEC Chairman, I agree completely that he is part of the administration. Negotiating

Committee members, Communications
Committee members have all been committee members in my mind and not the MEC administration. Otherwise a DPAC Committee member or a Scheduling Committee member or a Contract Administration Committee member or an R&I Committee member or a P2P Committee member or a Membership Committee member or a Safety Committee member or a Training Committee member or an IFOT Committee member, etc, etc would all be a part of the MEC administration. I think that's why some of your posts about the "administration" haven't made a lick of sense to me. You're talking about committee members too when you say "the administration". I thought you were talking about the MEC Chairman, Vice-Chairman, Treasurer, Secretary and the 2 MEC Administrators.
