No joke. Could you imagine any other industry where the union undercuts ITSELF to award work to another group of people under its own umbrella? Talk about a solid case for mis-representation. ALPA did not represent Eagle's best interests when they negotiated the PSA contract. I bet it could be argued they knew this would be the end result.
