The answer is "YES". Any violation of the law would include driving tickets. I put on my application that I don't have any felonies ore anything else but do have violations as previously reported on my app. Then I listed my driving violations. They want to see if you can follow directions and answer yes again. The main application is created by airlineapps and the addendums are specific to Delta, hence the reason for having the question twice. Just put as previously reported and list your violation, at least this is what I was told by a recruiter.
