If it's anything like TDY, it's a productivity enhancer (i.e., concession). While it can be a great deal for a commuter like me (free hotel, PS travel to and from work, 24/7 per diem), it is used by management to balance staffing among bases in lieu of deadheading. How do you figure? If you are ATL based, and I am NY based, and we swap bases for a month, how does that balance anything that is out of whack? The only inequity that I can see is that a junior guy in NY (me) cannot hold anything in a senior base (ATL), so the ATL guy that I swap with would be bidding to a more senior position. There would be a certain potential for abuse if there is a buddy network I would think, but I don't see how this would solve any of management's problems if it is a 1 for 1 swap.
I am just throwing it out there because it seemed intriguing...
