IMO, allowing any kind of OOBWSing, OOBSing, etc. effects total manning for the airline in a negative way because it evens out the flying and management doesn't have to do a thing. I know there is a fine line in all of this with QOL but I believe the current system we have with OOBWSing and no OOBSing is a good compromise.

I would say the same should apply for out of base reserve covering trips. I don't think that scheduling should be allowed to do that.
That doesn't necessarily say I think Ts idea of regional reserve coverage should un-cap reserve days in another base. I think for the once every 6 months I get bit by capped reserve days swap denial, it would really screw reserve guys and line holders QOL overall.
