It's a nice perk and we actually used to have that ability. A smart senior reserve can minimize overall days worked. Like almost everything else it's a cost item. That's why we have the survey to prioritize those items.
I don't know about the other bases, but from what I'm seeing in NYC, it might help the company in some instances.
