Why would the government try to solve the regional "problem"???

They is no "problem", the system works perfectly by keeping wages artificially low! The government has no interest in making the traveling public pay more for tickets!

The system works so well because noobs are willing to work for chump change for the reasons...

- The false promise of higher wages years later (of course you ll be COMAIRed before that happens).

- The golden ring of a legacy job...but you better hope it happens, otherwise you're just stuck at your regional waiting to be COMAIRed.

That's the hard facts of life boys....the gubmint and mainline are perfectly happy with the regional system the way it. Why would they possibly want to change anything?
