DL does not reserve registration numbers for the purpose of/anticipation of unsigned CPA's that do not exist.

Another thing, RFP's are covered by confidentiality agreements, where if you ever did actually know anything, you would be breaking the confidentiality agreement by even hinting at new flying before it was announced.
