It was foreseeable - I think.

Training started for the guys getting bumped off the bus - so they aren't available.

Training started for the guys getting bumped off the 76T that are coming to the bus - so they aren't available.

TDY needed to cover for the 76T guys that are coming to the bus - until they complete training.
