The squeaky wheel gets the grease. The guys who wanted CDOs did the required legwork. They filed a resolution and then they got organized and went to their LEC meeting and got it passed.
This is the number one problem with our current system. Literally a dozen guys that go to an lec meeting can determine the agenda for several thousand pilots.
In this age of sophisticated communication capabilites, there is absolutely no reason for this to occur in a group of over 12000... other than to insure top-down leadership. This goes hand-in-hand with current reps not wanting a 7 day comment period for all LOA's/MOU's.
I'm no longer sure why we even vote on contracts, since it's going to change many times during its life... without any say by the membership whatsoever.
