The line pilot is ALPA. The reps the line pilots elect are ALPA. The Mec officers the reps elect are ALPA. Therefore we are ALPA. So if ALPa is to blame, that is the same as saying we are to blame. Only a line pilot, in this case an ALPA line pilot can ratify these things. Once we can recognize the problem, us, then we can start thinking of how to fix it.
