Yes. That did happen. Prior PSA management knowing staffing requirements for 117 did not act on those needs in a timely manner causing a staffing shortage in early 2014. The pilots held could only be held till the end of the calendar year, not indefinitely, and were allowed to go to mainline class after a couple of months. The clause allowing PSA to hold pilots was intended to cover shortages that the 30 900s may cause. AA was happy that it was being used to cover PSA management shortsightedness and made changes at PSA management as a result.
