Not anymore. Many schools will hire a CFI only (no II) candidate. That said, I've never heard of a CFI without his own instrument rating being hired.
Are the students at OSU from America or from other countries? I've Heard many of the large Universities are getting foreign students to fill their planes...
Probably an 80/20 or 70/30 split American citizen / foreign student.
