We fly a CJ3 (Part 91), single file server, with an aircraft iPad/JeppFD as the backup (plus each pilot has their own iPad with Jepps). No paper.
Ok... I think I'm getting it now. The FAA doesn't make this very clear. Shocking, I know. According to the FAA InFO Letter, it looks like it is legal for a Part 91 (except for Part 91K) operator to use the iPad without any sort of approval. It's confusing though when you read AC 120-76C. In this Advisory Circular I find the following text:

"The PED regulations’ applicability addresses certificated operators and IFR aircraft. Aircraft operated under part 91, except for parts 91F and 91K, require no EFB authorization or compliance with this AC, provided the EFB does not replace any equipment or operating information required by the regulations." - AC 120-76C

Sounds good, but a CJ3 (any jet) is considered a part 91F aircraft, right?

In FSIMS there is guidance to processing an operator’s request for “authorization to use” an Electronic Flight Bag (EFB). In the applicability section it makes it pretty clear that I don't need approval. Here's a highlighted section:

No written authorization is required for part 91 operators except those conducted under part 91 subpart K (part 91K).

AC 91-78 provides some more guidance and it seems to simplify things. This AC doesn't say anything about part 91F operators needing to be approved.

Hopefully someone else has a better answer than I've been able to find.
