Read the bylaws you quoted. It says 'may'. Ryan is not behind some conspiracy like you suggest. And I'm sure you know that ALPA drops are not granted by Spirit Airlines management for LEC meetings and that is why they are scheduled after the bids come out. But don't let the facts get in the way of a good conspiracy!
