At our 141 school, we have to give a TSA endorsement to each student before they begin flight training. We require an original birth certificate, and another form of government ID. The chief instructor gives the endorsement. I'm not sure what you mean about each rating slowing you down; however, if I've interpreted the rule right, you would have to present proof of citizenship or legal status before flight training begins. You should definitely check with your school. If it's a small FBO, they may not have dealt with this before and you might have to talk with the FSDO. A larger school probably has a procedure for your circumstance.
