So if there were few people going into flying before, there are going to be even fewer now. But wait, there is a way around it.

This is the new regulation;

(e) After July 31, 2014, for an airline transport pilot certificate with an airplane category multiengine class rating or an airline transport pilot certificate obtained concurrently with an airplane type rating, receive a graduation certificate from an authorized training provider certifying completion of the airline transport pilot certification training program specified in §61.156 before applying for the knowledge test required by paragraph (g) of this section;

The regulation states that if you are in pursuit of an ATP with Multiengine class rating or if you are doing both an ATP and Type rating, you must first do all of 61.156. However, if you are not seeking an ATP with Multiengine Class rating and are not after an ATP and Type rating concurrently, then you do not have to meet 61.156.

What does this mean, it means that if you go and get a single engine ATP rating you are not required to do 61.156 and then once you obtained that, you do an add on for the multiengine.

The new regulation does not prohibit you from getting a multiengine add on, after you obtain a single engine ATP.

If I'm wrong, let me know.
Oh one thing, I was wrong on the add on, you will need to show compliance with the new regs for an add on. Only that if you are hired by a 121 or 135 operator, upon completion of their training program, you'll qualify for the add on and since all they want is for you to have the written done. By adding the single engine ATP, you don't need any training or sign off to take the written, everything stays the same.
