Homeland Security needs to assign duties to the populace in the event someone in a bin Laden suit jumps out from behind a bush and says "BOO!"
1/3 of the population will be tasked with running in circles waving their arms in the air and screaming.
1/3 will be tasked with ensuring every single individual is 100% safe 100% of the time from anything at all bad that could possibly happen regardless of the effect on liberty and the economy. This includes hangnails.
The remaining 1/3 will be tasked with cowering under their beds.
