Don't fool yourself, PSA (and PDT for that matter) knew EXACTLY what they were doing. They wanted bigger jets, and PDT wanted flow. They sold everyone else out to get theirs.
The proof that they knew EXACTLY what they were doing is how hard they fight to justify their actions to everyone else.
