For example a 2000 or 2001 NB FO is not really moving up in his/her category because they are already pretty close to the top of their categories. NB Captain bottom feeder might be an option for some of the 2000 and 2001 hires.

The lack of back-filling has basically turned what could have been "great" AE's into "Pretty good" AE's.

It seems to me as long as this hiring keeps up things should be improving.
