I recently had a chance to sit side-by-side with the controllers at a TRACON for a week and watch them work and I never saw a counter that came up when someone changed freqs to let the controller know how long they had been on freq
There are times when it is pretty obvious:

ATC: XYZ123 turn left heading 300
JumboAir: Center, JumboAir999 checking in with you at tree-fiddy
XYZ123: Left heading 300

Clearance: XYZ123, I have a full route clearance for you.
XYZ123: Ready to copy.
Clearance: XYZ123 is cleared to ABC airport via the GOAWY7 NOOOW transition, direct Armpit VOR, join J666 to RANDM, UHERE4 arrival. Climb via the SID except maintain 4000, expect flight level 350 in ten. Squawk 4321.
XYZ123: We are cleared (blocked by.....)
JumboAir: JumboAir999 JFK, negative PDC with Alpha.
Clearance: (annoyed) XYZ123 go ahead with the read back.
