They had 1 oob WS, and the rest covered by ATL pilots. NY had only 1 reserve trip today. ATL/DTW/MSP all have reserves available, so why would they DH NY pilots to any of those places to cover trips? But if what you are saying is correct, then line holders are being held hostage to capped reserve days for no good reason.
Not sure. I've just had multiple occasions where I had a GS in for a trip with no reserves avail to fly it. Then, they DH someone in to fly it or split it up in to pieces and give it out to RES in small pieces. Frustrates me because we can't split up trips to give the last or first leg away like SWA does, but scheds can cut up trips like a Japanese chef. And it is hard to piece together if they are even looking at the RUO at all.
