Well PSA and PDT are supposed to double in size, while AWAC is supposed to die off soon....so actually no I don't see a trend. This isn't 2007. If Parker wants AWAC to no longer fly for AAG, he better start taking some of our 500 departures/day soon. Not saying it won't happen.
I'm sure PSA has excellent instructors. I think it is more with the applicants they are getting, than the quality of the training department. It's only going to get harder from here on out...when you have new-hires attempting to upgrade in a year, when in reality they should be in the right-seat for at least three years.
