Where is that language in the UPA. I understand waiving freezes for new hire lateral moves (EWR 320 to SFO 737) and new hire from wide body to narrow body (EWR 756 to SFO 73/IAH320) ... But it seems they are not waiving the freeze for EWR 76t guys.

If they waive a freeze it should be for anyone to bid INTO a category. (If your seniority can hold it)
Not to waive a freeze in a current category and in turn, let a junior guy move to a base and category the senior guys wants and can certainly hold.
