If they waive a freeze it should be for anyone to bid INTO a category. (If your seniority can hold it)
Not to waive a freeze in a current category and in turn, let a junior guy move to a base and category the senior guys wants and can certainly hold.

8-D-5 The Company, after consultation with the SSC, may waive any of the freezes outlined in Section 8-D for any specific vacancy bulletin.
Up to the company which freezes get waived. They can pick and choose to staff bases and equipment as they see fit.
Not agreeing just another vague part of the contract we were assured after 100 days of waiting that dotting the I's and crossing the T's missed.
