It can't be done period. Even if Anderson demanded 9E be stapled, he could not accomplish it. The US Air\Awest is exactly the path it would go down, except ALPA would be gone before it even reached arbitration. The following lawsuits from both sides would continue for years. The best thing that can ever be offered to a regional pilot is a flow/SSP.
That's my opinion at this point as well. I was mostly being rhetorical. A flow type of arragement could accomplish the same goal while allowing a constant pathway for OTS hires as well. Most importantly, it would avoid the chance of a seniority grab lawsuit that I just can't see any way around any other way.
As for PCL FO's wanting to take part in the SSP at their own option, I wouldn't be against it. However if they are downgrading Captains to fly FO block hours, I don't see them doing anything to increase FO attrition but who knows. They can always "vault letter" it.
