That's my opinion at this point as well. I was mostly being rhetorical. A flow type of arragement could accomplish the same goal while allowing a constant pathway for OTS hires as well. Most importantly, it would avoid the chance of a seniority grab lawsuit that I just can't see any way around any other way.

As for PCL FO's wanting to take part in the SSP at their own option, I wouldn't be against it. However if they are downgrading Captains to fly FO block hours, I don't see them doing anything to increase FO attrition but who knows. They can always "vault letter" it.
