IIRC, that won't help award a line. All that will do is not allow it to keep adding to you schedule to get above the TLV.

For example, the window is 70-100 with a 80 TLV. You get a schedule with 12 days of work, total credit is 71. It then will add a 2 day with 8.9 to bring you up to 79.9. Then it will add a 4 day worth 19 to bring you up to 98.9, above the TLV, schedule complete with 18 days of work instead of 12. If the personal TLV was set to 70, when it hit the 71 hours with 12 working days, it will complete the schedule then.
I just always set mine to 60:00 when I want min credit then it adjusts to whatever the bottom of the window is. Does it not accept 00:00 as an appropriate PCT then? I was under the impression it did.
