Just adding a perspective to the public policy dilemma. If we make it "illegal" then some will follow the path of undocumented aliens and hide, which makes it much more difficult to find and quarantine suspected cases.
Which is precisely the reason they aren't shutting down the visa process in West Africa or shutting down flights from infected areas, in effect "closing the borders." That would derail the super bullet Amnesty Train that's barreling down the tracks. If you close the borders to West Africa and are afraid that they'll go the illegal route, it's not a great leap of logic to demand they close the southern border. And that just can't happen...
