Easy way to fix it. Each scholarship a school has is for 5 years. If a athlete flunks out, leaves early, goes to prison or violates assorted NCAA rules they don't get to use that scholarship again until the 5 years has passed. If on the other hand a athlete graduates in 3 or 4 years they can continue him on scholarship for 5 years to work on a masters and they get that scholarship back right then to reissue. For every 5% above 50% a school achieves in athlete graduations they get additional scholarships.
The other option is just give up on the farce that is college football today and let each school hire a professional team. The schools would save a bunch of money not having to create a bunch of fake independent study classes.
