Right now the LIMFAC for new guy training is the simulator. They just added an E-period to the schedules (2220 brief for a 2350-0350 sim), so unless training gets access to more simulators, they're pretty much maxxed out in capability.
We've always had E periods. The deal with them is that only new hires are allowed to be scheduled in them. Contractually, no line pilot can fly an E period. They finally just reached a point where they had to dust off the E for the new guys, and keep the other periods open for all the movement coming from the AEs.
