We've always had E periods. The deal with them is that only new hires are allowed to be scheduled in them. Contractually, no line pilot can fly an E period. They finally just reached a point where they had to dust off the E for the new guys, and keep the other periods open for all the movement coming from the AEs.
TBH I'm not sure how many people in my class were assigned E-periods. The instructor said they were new, but probably meant exactly what you wrote. I personally don't have any, although about half my sims are a-period with the 0500 brief. My guess is I avoided the e-period since my sim partner is a 7ER FO upgrading to 717 captain.
