At least, they got rid of the ski jump on 13 and the ILS 4 finally has mins lower than 400-3/4. The FAA Flight Check DC-3 crashed there one night doing a ILS check. They refused to lower the mins for decades. Back then, it was common for the ATIS to play "300-2, wind 040/10, ILS 04". Planes would land like clockwork, the most cheated on ILS anywhere.
LGA has trash flying on the ramps, prison next door with a trash dump nearby.
