All relative/subjective, but I'd venture that "middle of the bell curve" puts him in the much more competitive spectrum for pure mil, as well the general pile.
Also, even for a retired guy, 3500 is a pretty healthy amount of time with a tactical background, even with the IP time. I know some 20 year guys with the last 10 in fighter trainers that didn't get past 3K.
